We welcome Al Efford back again this year to look after the hamlet maintenance and grass cutting. It is the owner’s responsibility to keep all property including vacant lots mowed. The Hamlet will cut grass on request.
Hamlet Storage
The Hamlet has a limited number of non secure storage sites in the Hamlet yard for 6 or 12 month storage of wheeled items such as campers, RV’s boats and trailers. Please contact a Hamlet board member for information.
Taxation
The Hamlet board has reduced the mill rate by two mills from the mill rate set by the RM, to a rate of 10 mills. A minimum tax on vacant lots has been implemented.
Building Permits
Building permits are required for any cabin construction or moving in existing structures, demolition, sheds, decks etc. Contact Grant at the RM of Good Lake #274, 563-5244. It is the owner’s responsibility to flood proof your property and install culverts in driveways when back filling lots so as to not affect existing drainage. There have been revisions to RM and Hamlet Bylaws so please check with Grant prior to any construction planned for this year.
House/Cottage numbering
The RM has passed a bylaw requiring all cottages display numbering visible from your road access. Your number is your lot and block. Example: Block 1 lot 25 becomes (125).
Road Construction
The RM will be clay capping the Burgis Beach road from the Tiny grid to the main beach this summer. Please bear with us until this construction is completed. No dust control will be done this year as the trial was costly and effective for only a short time.
Waste disposal
Anyone who wants to haul their own sewage must purchase a license from the RM prior to hauling. The fielding site is located 2 miles north of Matichuk’s corner for a new sewage disposal site and permission has been granted by Sask Environment to field spread until a lagoon is constructed in the future.
Landfill / Household Garbage / Burnable’s
The Hamlet will be initiating Bin garbage disposal this summer. The bins will be for bagged household garbage only! All other items belong in the pit or wood/metal locations. The cardboard recycle containers will be relocated to the landfill site. Please collapse all boxes.
The land fill is everyone’s responsibility to manage by placing items in the proper location. Keys are available from the Board members.
Burning pile – only clean non painted wood and trees, leaves not in plastic bags can be burned. SERM will not issue the Hamlet a burning permit if there is any items not permitted in the burning pile such as plastic bags, painted or treated wood, asphalt shingles, Styrofoam, old furniture etc. Place these and all other household rubbish, plastic bags with leaves, furniture, demolition items in the proper location. Metals should be place in the metal pile. Tires are not allowed in the land fill and can be recycled at Kal Tire in Canora.
Skunk control
The Hamlet has purchased two traps that can be signed out from the maintenance man or any hamlet board member with a deposit of $20.
Signage in and around the Hamlet
Signs have been purchased and posted in the Hamlet with respect to the following:
- Quite time 8 AM - 11 PM
- All dogs must be on a leash
- No unlicensed vehicles allowed in the Hamlet
- No dogs allowed in marked swimming areas on the beach (1st. 2nd, or 3rd.)
- No boats or jet skis are allowed in marked swimming areas
- Speed limit in the Hamlet is 40 kl per hour
Natural Gas update
Sask Energy has completed the design and has run into an environmental issue and has delayed the project to 2010. Letters are to go out to those that signed up sometime this spring. Barry Howard may be available at the AGM to give us an update on the proposed installation of natural gas within the Hamlet.
Community development Plan and Zoning bylaw
The RM Council will implement a separate bylaw for the Hamlet of Burgis Beach this year as SR3. Some amendments have been made to the existing RM’s bylaws and as well.
Environmental Reserves
Cabin owners should be aware of the designation of environmental reserves in the Hamlet. These designated areas are to be left in their natural state and no shrubs or vegetation are to be removed. Most if not all shoreline in the hamlet falls in this category.

CABIN OWNERS ASSOCIATION
After a lengthy discussion, the cabin owners association has decided to suspend activities for this season. Our decision was based in part on the on-going construction and renovations taking place at the hall, plus the lack of volunteers to help out at the various events.
Thanks, however, to certain other individuals, there will still be a parade, fireworks, sandcastle building contest and some other activities taking place. Please check the bulletin board for information on these events.
This year the association will be focusing on replacing some of the various aging and somewhat unsafe equipment in the playground.
We thank those who have volunteered their help in the past and look forward to running a full slate of activities again next year.
Respectfully submitted by Carole M. Stephens (President)
